Calgary Municipal Land Corporation is leading the development of a corridor of Transit-Oriented Communities (TOC) in support of The City of Calgary's Housing Strategy - Home is Here. The first three sites in our TOC portfolio are the City-owned land currently being used as Park and Rides at the Fish Creek-Lacombe, Dalhousie and Anderson LRT stations.

CMLC is working in collaboration with The City of Calgary and supported by a team of technical consultants to advance planning for the Fish Creek-Lacombe site. CivicWorks is serving as the planning and engagement lead, supported by Hindle Architects, Scatliff + Miller + Murray, and a broader multidisciplinary team.

Together, our role is to:

  • Guide planning around the transit station in alignment with CMLC’s Transit-Oriented Communities (TOC) mandate.
  • Provide technical expertise and share information about the project and process.
  • Listen to community input and collect feedback to inform decisions.

This phase of community engagement seeks input on the master plan vision for the site, and the feedback gathered here will be incorporated into the Land Use Application and Concept Plan, which are anticipated to be submitted to The City of Calgary in late June 2026. We will share findings from community engagement before the LUA and Concept Plan are submitted.

Further opportunities for community engagement will take place in fall 2026 and winter 2027 as plans are refined and before they are submitted to Calgary City Council for approval at a public hearing. Calgary Municipal Land Corporation (CMLC) is a wholly owned subsidiary of The City of Calgary responsible for the master planning and revitalization of Calgary’s East Village and for the transformation of east Victoria Park into The Culture + Entertainment District.

For nearly two decades, CMLC has stewarded the Rivers District Master Plan to oversee the development of the communities on the east side of downtown into vibrant neighourhoods and attractive destinations. We have created public spaces for people to enjoy and attracted new business, investment, residents and visitors. Our work has transformed the way Calgarians experience downtown’s east end, an area of more than 500 acres.

Now we’re bringing everything we’ve learned about planning, placemaking and executing great places to a new city-building opportunity – Transit-Oriented Communities.

The City of Calgary is advancing its housing strategy – called Home is Here – to support our city’s continued population growth.

One of the outcomes of that strategy is to unlock the development potential of underutilized City-owned land. That’s where CMLC comes in. We will master plan and steward residential and mixed-use development on City-owned Park & Rides at select Red Line LRT stations, beginning with the City-owned Park & Rides at the Dalhousie, Fish Creek-Lacombe and Anderson LRT Stations.

The outcome will be thoughtfully planned Transit-Oriented Communities (TOC) that bring new housing options, new services and amenities, integrating into and complementing the adjacent established neighbourhoods.

CMLC has been exploring a Transit-Oriented Community at Fish Creek-Lacombe LRT station since early 2025. Through 2025, CMLC initiated site analysis, market analysis and a preliminary community survey that helped shape our understandings of the area before a planning team was onboarded.

In 2026, CMLC onboarded a team to advance master planning for the site. Planning is now underway, with further site analysis, concept planning and community engagement to continue through 2026.

Feedback received during workshops, open houses and online engagement will be incorporated into the Land Use Application and Concept Plan, which we anticipate will be submitted in late June 2026 for City regulatory review.

Following initial review of the Land Use Application and Concept Plan, plans will be refined and shared with the community for further input before being re-submitted to The City of Calgary. Review by Calgary Planning Commission will be followed by review and approval by City Council at a public hearing.

Once the Land Use Amendment and Outline Plan have received regulatory approval, CMLC will establish partnerships with private industry developers who will buy parcels of land within the TOC to build homes and commercial spaces, each of which will undergo its own Development Permit process and regulatory approval before construction begins.

We work with our developer partners throughout the process to ensure that what is ultimately built in each TOC aligns with the master plan vision, meets our design guidelines, and delivers on our shared objectives for a great Transit-Oriented Community.
